any reason "чи ви там?" doesn't work for "Are you there?"

I am an English speaking student. I've taken some Ukrainian courses when I was younger, but I don't speak it much anymore :(

I can't understand your full explanation, but from what I can see - it's just not standard spoken modern Ukrainian?

Right. Rather bookish, I would say. Poetry, classic literature, formal papers like surveys can have it..

Even though it is not in this course I wouldn't advise you not to use it in real life, outside of this course. To my mind, it is totally okay and you can use any of these two forms

Also, people in English also ask "You there?" as an informal to "Are you there?" but it is not as common as in Ukrainian, I think. I still think "You there?" could be added to possible correct answers.
