Most of the time they can be used interchangeably. The course should definitely accept factory as one of the correct translations.

Moreover, if you look at a Ukrainian–Russian dictionary, it says that завод = завод, which is usually translated as factory from Russian.

yes, but if I am translating from Ukrainian, I come up with the word "factory" earlier than "plant", and the difference is not that big

For the word Plant people use станцiя. E.g. power plant - Електростанцiя. Factory is фабрика, завод is more like Works

English plant would always be used with an adjective, to clarify what kind of plant e.g. He works at the chemical plant. Having established that, you might then use the plant. But to say She works at a plant is not natural English.
