How can I know тато там is a question? There is no question mark in speech.

I believe you go by intonation. Its not exactly the same as question intonation in English, but it does involve a rise in pitch. I'm just basing this on what little I know of the language and an audio course I had in Russian, so anybody who can explain better, please chime in.
