It doesn't say that. It says the kitchen. It's not a question. It's not even a sentence. It's just a noun.

Well, you are wrong ;) In some languages, constructions like these are possible. For example, in Serbian we have that as well - you are looking for the toillete in restaurant, you can't find it. Then, you see waiter, and say "Kitchen?", which means that you are asking for it :D
