On my Home Page, my fluency level in Spanish is said to be 53%. This seems about right, especially given that a taxi driver in Mexico told me that my Spanish was "cincuenta/cincuenta"! On the other hand, Duolingo says I'm 43% fluent in French. Maybe they're right, but I suspect that, in reality, I'm about 10% fluent in French. Forty-three percent is a nice thought, though.

If I remember correctly, the "fluency" percentage is the number of words in an average text that you should know by now. Because some words are really common, there's a steep ascent as you learn those... But actually, they are not that helpful because they have almost no meaning on their own. They mostly connect other words... Of course, they are important but only when combined with other words.

To show the effect, lingvist has a nice little tool where you can see the known words highlighted in an example text for different percentages. For 45%, it looks like this:

Ce ... ... le ... des ... que vous ... ... ... ... n'... quel ... . ... ..., ... vous ... ... 1000 ..., vous ... ... à ... ... 71% des ... d'un ... ... . C'est ... ... que ça ! ... ce ... ...'... à 90, la langue ... ... ... et l'... de ... ... ... ... . ..., ce sont les ... et ... de langue qui ... ... à vous. Bonne ...!
