Here in Bergen, I have more often than not heard people use "kan" instead of "snakker" in such sentences. E.g., "Kan du norsk?" "Ja, jeg kan godt norsk." Is this just a local thing or should "Jeg kan norsk også." also be accepted?

Også should it be before norsk or after? So "jeg snakker også norsk" or "jeg snakker norsk også"
