Li ankoraux vojagxis al Afriko. Shouldn't this be OK as well?

Ankoraŭ would mean that he's still travelling to Africa, maybe he is rowing?

That's a different meaning. "ankoraŭ" in this context means "still". "He is still traveling to Africa" is "Li ankoraŭ vojaĝas al Afriko."
