I typed "Ĝi ofte neĝas en januaro en Rusio"... What are the rules for when to include or not include the "it" part? Ever? is it an english holdover?

You've probably already figured this out by now, but don't use "it" when there's no "it". What's snowing? Nothing. It's just snowing, so "Neĝas."
