A free course of study is being offered online through the University of Salamanca:

The date hasn't yet been annouced, but you can register and you'll receive the announcement for when it starts. I wasn't able to find a lot of information, but it seems to be an immersion course, and you have to have at least a level A1 in Spanish in order to complete it. The modules are:

Where can one achieve the language proficiency levels. Are they universal or just European?

I too just finished the University of Salamanca A2 Spanish and earned the certificate by passing the tests and completing the modules. I had just completed my Spanish tree. The course was very challenging for me and I will admit that I spent a lot of time completing the assignments. I managed by using the closed captions and writing the dialogue and translating the conversations. Truly a good experience and very challenging for me with only the Duolingo background in Spanish. Taking the next course should be easier because I will not have to learn so much about just the technical details about entering homework and collaborating.
