This is quite colloquial, and would be used to describe a chaotic situation: a really hectic day at work, a sale with loads and loads of people rushing to the store, traffic on the day of the first snowfall...

"Those are..." would not work? There was another sentence (which I dont remember) where "det er" translated to "those are".

"There're" is not proper English, but a colloquialism.
