There is an apparent disconnect. In a prior example we were asked to translate "Він в Атланті." to English. Which, of course, is "he is in Atlanta." Here we are to translate "he is in Atlanta" and "Він в Атланті." is deemed incorrect and "Він у Атланті." is correct. Or am I totally lost?

You have a typo in your answer. він в атланті.

After a consonant you should actually use у. But sentences here show a lot of inconsistency
