The current "correct" version is not a really question, but a statement with an appended question mark :) Yes, one can use it (and indicate question with intonation only), but I prefer to prefix questions with appropriate question words, like "чи" in this case. "Чи знає ..." properly conveys question in writing, and also allows neutral intonation in speech, by signalling early in the sentence that it is a question and not a statement.

"is not really a question" (or "is not a real question") is what I've meant to write, these two blended together while typing :)
