This isn't an actual sentence, so I don't think there's a way to know whether it's "spoon" or "spoons". No one goes around saying "Cups, spoons" or "Cups, spoon".

Can't Löffel be both singular and plural? I said spoon but it's wrong

singular form must have a definite or indefinite article. Der Löffel = spoon. Löffel = spoons. Ich habe einen Löffel = I have a spoon Ich habe Löffel= I have spoons
