Jes, estas granda diferenco. Ordoni signifas "estre esprimi al iu sian volon, ke li faru ion". Mendi signifas "postuli, ke iu faru ian poste pagotan servon aŭ liveru ian poste pagotan komercaĵon". Fonto: http://www.reta-vortaro.de/revo/

Shouldn't there be a comma before ke? I thought it is always needed, like in the Slavic languages.

Why is "to advise"put in the imperative ? This look like subjuctive to me.

"Mi volas, ke vi konsilu." The first part (Mi volas) expresses a desire, so the second part (ke vi konsilu) gets the -u. That's how these go.
