handikapita persono = handicapped person. I guess other terms can also be constructed using words like malsame (differently) to make words like differently abled.

In case it helps, rulseĝo comes from ruli (to roll) and seĝo (chair), so literally it means "rolling chair", just like many other European words for wheelchair.
