I would like to know if and when Duolingo will have the Icelandic language to learn.

Check it out: Incubator

They haven't started this course yet. But there you can always check if they'll start. There are some people asking this course, so I believe that they'll start to develop this course soon...

I have always wanted to learn Icelandic but I can't seem to find such an uncommon language on any website

I'd like to learn it too. I bookmarked this University of Iceland site. I haven't used it, but there are free courses.

In general, I usually look first at Omniglot.com. Here is that link. http://www.omniglot.com/writing/icelandic.htm

Here are a couple of forum discussion about Icelandic: one recent and the other old, and there are plenty of other. Also if you're interested, look around on Duo forums for discussion of Old Norse (Old Icelandic), as there are some discussions with links.
