Can I rate translations if I'm already fluent in a language?

I'm from Brazil and I'm fluent in both Portuguese and English. Can I rate English->Portuguese translations or it would be better if I left the rating for those learning the language?

Of course you can, and your ratings will be more accurate and useful because you are good at these languages.

If you want to help with both translating the web and learning, I'd suggest you to proofread rather than translate from scratch. Let the learners have their attempts on translating, this is a great practice for them. In your turn, you can then proofread and correct mistakes and inaccuracies, thus making the translation better. If you leave comments about your correction, this will be a great help for the learners.
