A Prime Minister is the head of the government, not a "normal" minister. Those can be Minister of Culture, Minister of Foreign Affair, etc.

Nederland heeft een premier (derived from the French "first"). "Eerste minister" can be used too. Legally, the king is the head of the government, but in practice, the premier fulfills this role. Hence, (s)he is de minister-president.
