"He interests" doesn't make any sense in English. 'Interest' is a purely transitive verb, as in "He interests me".
Same for French "il m'intéresse" or "il intéresse son public" or with a different meaning "il intéresse ses employés" (they get shares or dividends of the company).
So you're saying "He is interesting." is a wrong translation?

Another translation is "it concerns," but concern is also transitive :)
