Why is "es" used here when it wouldn't be impossible for a country like France to change into something other than a republic?

The whole temporary vs permanent nature of "estar" and "ser" is just a crude unofficial explanation that often does not work. "X is a Y" Is a simple definition. And definitions use "ser".
