The accent is called a fada, which is irish for long. So it lengthens the vowel. What would normally be a short i sounds is lengthened to something akin to an eee sound in English (shick-een)

Yes it does. However, I cannot give you the exact linguistical answer, but I am sure that it sounds different, otherwise there would not be an accent.
