You can "throw" a party, "give" a party, "organize" a party, "arrange" a party, even "stage" a party; but "do a party"? as DL might say "Eles não falam o nosso idioma!"
I agree... and "fazer a festa" could translate as "celebrate" too. But giving someone instructions on how to celebrate just seems really odd...
I think it has a different meaning, similar to "He instructed me to throw the party".
Is 'sobre ' necessary? It works fine without it as it is assumed, like using Pagar or saber.
