What does ar eagla na heagla literally mean?

On the fear of fear.

That is an interesting expression. Is that the way 'just in case' is usually expressed in Irish?

ar fhaitíos na bhfaitíos is also used, where faitíos is another word for "fear".

"in case" on it's own can be expressed in a number of different ways - one of them is ar eagla.

tá ceann eile agam ar eagla go mbrisfeadh sé - "I have another one in case it breaks"

https://www.teanglann.ie/en/fgb/eagla gives "to be on the safe side, just in case". Idiom is fun/maddening depending on your mood!
