With "kalmak," it would mean "to be late." With "gelmek." it is closer to "to come late." It is more commonly used with "kalmak" :)

Why is "kaplumbağam geç bankaya geliyor" not correct? Does the word order matter in this case (time after location ?)

'geç gelmek" is like a set phrase. It sounds a bit odd to break it up.

Even though I think you are right, you may find some Turkish people who use that too in daily dialogue: "bizim oğlan hep geç eve geliyor", "ne zaman maç olsa adam geç işe geliyor"
